Full text

This bill directs the Nevada Department of Transportation, in coordination with regional transit authorities, to prioritize maintenance and repair of existing roads and bridges before initiating new capacity projects, while supporting expansion of reliable public transit service. For each state-funded project, the responsible agency must publish an online summary of the approved budget, funding sources, scheduled milestones, projected completion date, and actual costs and progress, with quarterly updates and explanations for material delays or cost increases. The bill requires annual legislative review of program performance and does not authorize a new statewide tax or fee.

Accountability Before Expansion
I support the Nevada Transportation Accountability and Reliability Act because it addresses the basics before promising grand new projects: safer roads, sound bridges, and transit people can depend on. The bill does not create a statewide tax or fee, and that matters when families are already managing higher costs. Just as important, quarterly reporting gives legislators and the public a chance to see whether budgets and timelines are holding—or whether delays are being hidden until they become expensive. Annual legislative review keeps accountability in place without turning every repair into a political spectacle. This is practical stewardship, and Nevada should adopt it.

I rise in support of this legislation because public infrastructure should serve the people who depend on it every day. Prioritizing the repair of existing roads and bridges, expanding reliable public transit, and requiring transparent reporting on how taxpayer dollars are spent are all sensible steps toward a more accountable government. For working families, transportation is not a luxury; it is how people get to work, access healthcare, and participate in their communities. I believe we must invest responsibly, prioritize public safety, and ensure that our infrastructure spending delivers measurable benefits.
