Raised in West Hartford by a public-school teacher and a nurse, Langley grew up in a middle-class household where civic duty and public service were treated as core values. After earning a Bachelor’s degree in Political Science from the University of Connecticut and a Master’s degree in Public Administration from Central Connecticut State University, he began his career as a legislative aide before winning election to the Connecticut House of Representatives in the early 1990s. After several successful terms in the House, Langley transitioned to the State Senate, where he became a fixture in Connecticut politics for over two decades. During his tenure, he chaired influential committees on Finance, Education, and Housing, helping craft bipartisan legislation on infrastructure investment, public education funding, healthcare expansion, and workforce development. While firmly Democratic, Langley built his reputation on compromise and institutional knowledge rather than ideological grandstanding.
