The State of Idaho shall increase sentencing enhancements for repeat violent offenders convicted of a new qualifying felony, establish a distinct offense for organized retail and cargo theft conducted in concert with two or more persons above a defined value threshold, and authorize prosecutors to aggregate related theft incidents within a common scheme for charging purposes; the Act shall also provide dedicated state grants for county prosecutors, rural sheriffs’ offices, and multi-jurisdiction task forces to support case intake, evidence processing, inter-county coordination, and officer training, with annual reporting to the Governor and Legislature on charges filed, convictions obtained, rural enforcement capacity, and recidivism outcomes.
