A bill to expand federal support for school-based mental health services, counselor recruitment, and rural broadband access in underserved public schools.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that the Secretary of Education shall establish and expand competitive and formula grant programs for eligible State educational agencies and local educational agencies to increase access to school psychologists, counselors, and social workers in public schools, including through recruitment, retention, and training partnerships with institutions of higher education; to support school-based mental health services for students in underserved and rural communities; and to improve broadband connectivity and digital access for public schools lacking reliable high-speed internet, with priority given to high-poverty districts, rural districts, and schools demonstrating unmet student mental health needs.
