Biography

Caroline Foster is a lifelong New Hampshirite and the current U.S. Senator representing her home state. Born and raised in Manchester’s West Side, Caroline comes from a proud union household—her father a paper mill worker, her mother a library assistant—where she learned the importance of service, hard work, and community. Before entering politics, Caroline spent over two decades as a public school teacher and later served on the New Hampshire Executive Council. As a teacher, she became known for championing student mental health, equity in school funding, and access to broadband in underserved areas. On the Executive Council, she pushed through bipartisan initiatives expanding Medicaid coverage for rural hospitals and led efforts to establish the state’s paid family leave program. Elected to the Senate in April 2025, Senator Foster has positioned herself as a pragmatic Democrat focused on kitchen table priorities: lowering healthcare costs, strengthening public education, and supporting working families. She serves on the Health, Education, Labor, and Pensions (HELP) Committee and the Environment and Public Works Committee, where she has advocated for renewable energy investment and rural infrastructure upgrades.
