This bill streamlines approval for qualifying infill and affordable multifamily housing projects in urbanized areas by setting clear statewide timelines for local permitting, limiting duplicative review where projects comply with adopted zoning and environmental standards, and creating a state performance fund that prioritizes infrastructure and housing grants for cities that meet permitting benchmarks. As a condition of receiving state funds under this Act, local governments shall adopt basic tenant protections for assisted projects, including just-cause eviction standards during redevelopment, relocation assistance where required by displacement, and affordability covenants for deed-restricted units, with annual public reporting on permit processing times, approvals, and delays.
