North Carolina Repeat Violent Offender and Neighborhood Safety Act

Be it enacted by the General Assembly of North Carolina that the State shall expand grant funding for data-driven, targeted policing in high-crime areas, with priority for local agencies using focused deterrence and neighborhood patrol strategies; establish enhanced sentencing penalties for offenders convicted of a new violent felony after prior violent felony convictions, consistent with constitutional protections and judicial discretion; and create a competitive grant program through the appropriate State agency to support faith-based and community reentry partners providing job placement, mentoring, substance abuse recovery support, and transitional assistance to reduce recidivism and improve neighborhood safety.
