Colorado Workforce Housing and Clean Development Act

This bill establishes a state incentive program for income-restricted workforce housing located near transit and major employment centers. Eligible developments that meet specified affordability, energy-efficiency, and building-electrification standards may receive competitive state grants, expedited review by participating local governments, and coordinated technical assistance from state agencies. The bill directs the Department of Local Affairs to publish model approval timelines and design standards, while preserving local authority over zoning and requiring annual reporting on units created, public funds awarded, and energy performance.
