The State of Colorado shall establish baseline zoning and permitting standards requiring municipalities above a population threshold to allow duplexes, triplexes, accessory dwelling units, and mixed-use multifamily housing by right within designated transit-accessible and infill areas, subject to uniform health, safety, infrastructure, and design requirements consistent with local plans. The bill shall create expedited permit review timelines for qualifying housing projects, provide technical assistance and planning grants to local governments, preserve local authority outside covered areas, and require annual public reporting on housing production, permitting times, and affordability outcomes to support practical cost-of-living relief through increased housing supply.
