The State of Colorado shall establish expedited local permitting standards for multifamily housing and mixed-use residential development located in transit-oriented areas, require clear statewide timelines and standardized application procedures for qualifying projects, and create targeted state tax credits and infrastructure grants for developments that include energy-efficient construction, workforce housing units, or adaptive reuse of underutilized commercial property; provided that local governments retain authority over health, safety, and building-code enforcement, and the Department of Local Affairs shall issue implementation guidance to increase housing supply, reduce cost pressures, and support efficient community growth.
