The State of Colorado shall establish an expedited state-local review pathway for mixed-income infill and transit-oriented housing projects in areas already served by existing roads, water, and sewer infrastructure, provided such projects meet adopted local zoning, safety, and environmental standards; require participating utilities and relevant state agencies to coordinate timely assessments and standardized interconnection plans for distribution-grid upgrades needed to support new multifamily housing; and create a technical assistance program to help local governments modernize permitting systems, reduce duplicative review, and track approval timelines, with priority given to projects that increase housing supply near jobs, schools, and public transit in order to lower cost-of-living pressures through faster, more predictable development.
