Be it enacted by the State Legislature of California that the state shall establish a targeted housing acceleration program to increase affordable housing production and reduce displacement in high-cost urban areas by streamlining permitting and environmental review for qualifying infill and mixed-income developments, creating tax credits and low-interest financing for adaptive reuse of vacant commercial and underused public buildings into affordable housing, and providing grant support to local governments that adopt anti-displacement measures including emergency rental assistance, right-to-counsel in eviction proceedings, and preservation plans for tenants in neighborhoods facing sharp rent increases.
