Be it enacted by the Legislature of the State of Washington that Washington shall expand housing supply by establishing clear permitting timelines for residential and mixed-use housing projects, prioritizing approval of developments consistent with local zoning, and reducing duplicative review requirements where allowed by law; creating targeted tax and grant incentives for middle-income and workforce housing located near high-capacity transit and major job centers; and authorizing infrastructure assistance to cities and counties for water, sewer, streets, and public safety improvements directly needed to support new housing growth, with implementation standards issued by the appropriate state agencies and regular public reporting on housing units approved and completed.
