Full text

This bill would establish a voluntary U.S. Department of Agriculture program providing cost-share payments and technical assistance to ranchers and other private landowners who adopt practices that conserve water, reduce soil erosion, and protect or restore wildlife habitat. The program would prioritize drought-prone and erosion-sensitive lands, offer five-year conservation agreements with performance-based payments, and prohibit participation requirements or funding conditions from imposing new federal land-use mandates, restricting lawful agricultural activity, or diminishing private property rights.
