To expand affordable primary and mental healthcare in underserved communities, this bill would authorize targeted federal grants through the Department of Health and Human Services to strengthen rural health clinics, federally qualified health centers, and nonprofit community providers, with priority for areas facing provider shortages and high veteran populations; support recruitment and retention of primary care and behavioral health professionals through loan repayment and training partnerships; expand telehealth infrastructure where in-person access is limited; and require annual reporting to Congress on patient access, workforce capacity, and measurable improvements in care availability and affordability.
