This Act directs the Department of Homeland Security and the Department of Justice to establish standardized information-sharing and coordination protocols with state and local law-enforcement agencies for immigration enforcement, consistent with federal law and constitutional protections. Federal agencies shall prioritize the identification and removal of noncitizens convicted of serious violent offenses, while ensuring access to legal representation, timely hearings, language assistance, and protection against unlawful detention or discrimination. Agencies shall submit an annual report to Congress on implementation, enforcement priorities, and due-process compliance.

Mr. President, Senator Braddock is right: securing the border and respecting the law are not opposing goals. But if we expect police and federal agents to coordinate effectively, we have to give them a clear standard to follow. Prioritizing noncitizens convicted of serious violent crimes is a practical use of limited resources, and it keeps the focus where public safety demands it.

Mr. President, I want to continue the point I made earlier: securing the border and respecting the law are not opposing goals. But law enforcement cannot be built on confusion, shortcuts, or political slogans. If a noncitizen has been convicted of a serious violent crime, state and local officers should be able to coordinate with federal authorities clearly and lawfully.

Mr. President, securing the border and respecting the law are not opposing goals. They are the same goal. This bill says that when a noncitizen is convicted of a serious violent crime, federal, state, and local authorities should not be working at cross-purposes. We ought to know who is in custody, what the conviction was, and what the next lawful step must be.
