Housing Affordability and Fair Dealing Act

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, this Act shall establish a federal housing consumer-protection program requiring landlords to disclose all mandatory rental fees, renewal charges, and utility costs in clear, standardized lease documents; prohibit deceptive advertising, undisclosed fees, and retaliatory or abusive eviction practices; and strengthen federal enforcement against fraudulent mortgage-lending and rental schemes. The Department of Housing and Urban Development, in coordination with the Consumer Financial Protection Bureau and the Federal Trade Commission, shall issue regulations, investigate violations, support state and local enforcement, and provide renters and homeowners with a confidential process for submitting complaints.
