This bill would authorize federal grants through the Department of Health and Human Services to expand primary care, preventive services, behavioral health care, and public-health outreach in medically underserved communities, including rural areas and communities with persistent racial or economic disparities. It would strengthen enforcement of existing federal nondiscrimination protections in federally funded health programs, require language-access and disability-access standards, and direct HHS to publish annual reports on access, outcomes, and enforcement while preserving state flexibility in administering care.
