This Act establishes a targeted, seasonal agricultural guest-worker program for verified farms facing documented labor shortages, with streamlined temporary visas, electronic employment verification, and worker portability between approved agricultural employers. The Department of Homeland Security and Department of Labor shall coordinate eligibility reviews, workplace inspections, and timely visa enforcement, while increasing civil penalties for employers who knowingly exploit, underpay, or unlawfully employ agricultural workers. The Act also directs additional resources toward border security and immigration-status compliance, protects workers who report violations from retaliation, and requires annual reports to Congress on program participation, enforcement outcomes, and effects on agricultural labor markets.
