Affordable Housing Supply and Renter Stability Act

A bill to expand the supply of affordable housing by establishing a competitive federal grant program for states and localities that modernize zoning, convert vacant or underused commercial properties into mixed-income housing, and support transit-accessible infill development; to strengthen renter protections by conditioning certain federal housing funds on clear lease terms, basic habitability standards, just-cause eviction policies where permitted by state law, and advance notice of major rent increases; and to provide targeted tax incentives and low-interest financing for energy-efficient redevelopment and preservation of affordable units in high-cost and economically neglected communities.
