Affordable Housing and Fair Renting Act

This bill would establish a competitive federal grant program, administered by the Department of Housing and Urban Development, to support the construction and preservation of affordable rental housing in communities demonstrating significant housing-cost burdens, with priority for projects that remain affordable for at least 30 years. It would also require participating landlords to provide clear written leases, itemized security-deposit deductions, timely notice of rent increases, and reasonable opportunities to correct nonpayment or lease violations before eviction, while prohibiting unlawful application fees, retaliation against tenants who report unsafe conditions, and discrimination prohibited under federal law.
