Be it enacted by the State Legislature of California that the state shall establish a Transit-Oriented Housing Acceleration Program to provide grants and low-interest financing for affordable and mixed-income infill housing located near major transit stops, conditioned on local adoption of streamlined, by-right approval standards for qualifying projects that meet state zoning, environmental, and labor requirements; eligibility for state funds shall further require enforceable tenant protections including just-cause eviction standards, right-to-return for displaced residents, relocation assistance where applicable, and preservation plans for existing deed-restricted affordable units, with the responsible state housing agency directed to issue implementing rules, prioritize high-opportunity and high-need areas, and publish annual performance reports on production, affordability, and displacement outcomes.
