Be it enacted by the Connecticut General Assembly that municipalities shall establish an expedited review process for proposed mixed-income residential developments located within one-half mile of rail stations, major bus corridors, or designated job centers, with clear application requirements and permitting decisions issued within prescribed timeframes; and that the state, subject to available appropriations, shall provide planning grants and infrastructure incentives to municipalities that approve such developments including a meaningful share of below-market units, with the purpose of expanding housing supply, lowering cost-of-living pressures, and encouraging practical growth near existing transportation and employment hubs while preserving local health and safety standards.
