Membership follows the active session

State legislative actions require an active qualifying seat in the relevant state and session. Leadership controls parts of scheduling and procedure, while members participate through sponsorship, debate, motions, and votes as each phase permits.

The schedule controls opportunity

A proposal cannot be debated or voted merely because it exists. Follow its scheduled order and timestamps, and plan character Energy before a deadline rather than relying on the next regeneration.

Passage may not be enactment

After chamber passage, a state bill can face governor review. A signature enacts it; a veto can end it or open an override process under the current session rules. The public bill record preserves each status change.
