Biography
Thomas Krueger, born and raised in Monroe County, Indiana, rose from humble beginnings in a middle-class family to become one of the most respected legal minds in the federal judiciary. He began his public life as a pragmatic state senator known for his even-handed legislation and commitment to civic integrity. But his true passion lay in the law, prompting him to leave politics and pursue a PhD in constitutional law, later becoming a professor at a prestigious university before his appointment to the federal bench.
Now serving as a 4th Circuit judge, Krueger is renowned for his calm and intellectual demeanor, which masks a steely commitment to the constitutional principles he holds dear—especially the separation of powers. He believes firmly in the distinct roles of government branches, once famously declaring: “The executive enforces. The legislature decides. That’s how it works.” A moderate conservative, he often serves as a swing vote in politically charged cases, siding with whichever argument best adheres to the Constitution's original structure.
Despite his firm legal philosophy, Krueger is not dogmatic. He is strategic and reflective, often spending long hours poring over judicial history, drawing from both liberal and conservative precedents. Outside the courtroom, he leads a grounded life, enjoys classical literature, and occasionally lectures at law schools across the country. His greatest fear is watching the branches of government erode their own boundaries—something he sees as a true threat to democratic order.
