The State of Wisconsin shall establish a targeted workforce initiative within the Department of Workforce Development to expand registered apprenticeships and provide performance-based hiring incentives to manufacturers and skilled-trades employers that partner with public high schools, technical colleges, and certified union or joint labor-management training programs in working-class communities; incentives shall prioritize placements for recent graduates, displaced workers, and residents of high-unemployment areas, require participating employers to offer industry-recognized training, fair wages, and reporting on job retention outcomes, and permit coordination with local school districts and workforce boards to align instruction with regional labor shortages.
