This bill establishes a state infrastructure program to repair and maintain deteriorating roads and bridges, with priority given to projects that improve safe, reliable access to coal-producing areas, farms, markets, schools, and rural communities. The Department of Transportation shall rank projects according to structural condition, public safety, economic importance, and regional need, and shall provide regular public reports on project selection, funding, and completion.
