Washington Transit-Oriented Middle-Income Housing and Anti-Displacement Act

This bill establishes a state grant and incentive program for cities that adopt expedited approval standards and zoning capacity for middle-income housing near frequent transit and existing water, sewer, and public-service infrastructure. Eligible projects must meet state affordability and labor standards and include tenant anti-displacement measures, including relocation assistance, right-to-return protections where applicable, and preservation of existing affordable units when feasible. The Department of Commerce shall prioritize applications that increase housing near transit while minimizing displacement and shall report annually to the Legislature on awards, production, affordability, and community impacts.
