Be it enacted by the Legislature of the State of Vermont that the State shall expand affordable housing supply by establishing expedited local and state permitting for qualifying infill and mixed-income housing developments in designated growth areas, creating targeted tax credits and grant incentives for energy-efficient and all-electric affordable housing construction and rehabilitation, and authorizing a rural and workforce housing fund to support smaller-scale developments, adaptive reuse, and infrastructure improvements needed to bring new homes online, with priority for projects that serve low- and moderate-income residents and working families while preserving Vermont’s environmental standards and local planning input.
