This bill expands Vermont’s affordable housing supply by creating state tax credits and grant incentives for energy-efficient multifamily developments that reserve a substantial share of units for low- and moderate-income households, prioritizing projects located near town centers, transit access, and existing utilities; directs municipalities receiving certain state housing funds to adopt expedited permitting and clear approval timelines for qualifying infill and mixed-income housing projects; and authorizes targeted state infrastructure assistance for water, sewer, stormwater, and flood-resilience improvements needed to support climate-resilient residential growth in designated village and downtown areas.
