Mr. President, this is a practical bill, and I rise in support. We talk often in this chamber about whether higher education is worth the cost; for too many working families, the answer depends less on ambition than on whether the system is navigable and affordable. This legislation addresses both. It helps low-income and first-generation students get in the door, but just as importantly, it helps them stay on track and finish.
