This act establishes the Pennsylvania Manufacturing and Skilled-Trades Incentive Program to provide targeted state tax credits to eligible manufacturers and skilled-trades employers that create and retain full-time jobs paying competitive wages in designated former industrial communities. Credits shall be based on verified job creation, capital investment, and workforce-training commitments, with enhanced consideration for apprenticeships and purchases from Pennsylvania suppliers. The act also directs relevant state agencies to create a coordinated permit-review process for eligible projects, while preserving environmental, health, and safety requirements. Eligibility, reporting, performance standards, and recapture provisions shall be established by law to ensure public benefits are delivered.
