The Commonwealth of Pennsylvania shall establish a targeted industrial jobs program to expand performance-based tax credits and workforce training grants for advanced manufacturing, energy production, and steel supply chain employers that create or retain full-time jobs in distressed working-class communities, with priority for projects located in counties facing above-average unemployment or industrial job loss; eligibility shall require partnership with community colleges, union apprenticeship programs, or approved technical schools, minimum in-state hiring and wage standards, annual reporting on jobs and payroll, and clawback provisions for employers that fail to meet promised employment commitments.
