Be it enacted by the General Assembly of the Commonwealth of Pennsylvania, that the Department of Community and Economic Development, in coordination with the Department of Labor and Industry, shall establish a targeted industrial jobs package for legacy mill towns and major freight corridors, providing performance-based tax credits, site preparation grants, and streamlined workforce training partnerships for qualified projects in steel, energy, and advanced manufacturing. Eligibility shall require commitments to create or retain full-time jobs, make capital investments within the Commonwealth, and partner with local career and technical schools, community colleges, or registered apprenticeship programs, with preference for redevelopment of shuttered industrial sites and projects sourcing from Pennsylvania suppliers where practicable.
