This Act directs the Oregon Water Resources Department to establish standardized, publicly accessible reporting of significant groundwater withdrawals in designated drought-prone watersheds, while protecting confidential personal information. During a declared water shortage, state water management shall prioritize residential drinking water, public health, and instream flows necessary for ecosystem health, consistent with existing water rights and applicable law. The Department shall provide technical assistance and annual reports to affected communities and water users on groundwater conditions, withdrawals, and conservation measures.
