New Jersey Transit Communities Affordability and Anti-Displacement Act

The State of New Jersey shall establish a streamlined approval process for mixed-income residential development within one-half mile of existing rail stations and major transit corridors, including consolidated permitting timelines, as-of-right density bonuses for projects meeting affordability standards, and priority access to state infrastructure and brownfield remediation funds. Any project using these provisions shall reserve not less than 20 percent of new units as affordable housing, comply with enhanced tenant relocation and right-to-return protections where occupied properties are redeveloped, contribute to a transit-area anti-displacement fund supporting rental assistance, small landlord rehabilitation, and first-time homeownership opportunities for current residents, and authorize municipalities to adopt tailored anti-speculation and tenant notice measures consistent with state law.
