Missouri Organized Retail Theft and Repeat Property Crime Enforcement Act

The State of Missouri shall establish an Organized Retail Theft and Property Crime Task Force within the Department of Public Safety to support investigation, evidence-sharing, and prosecution coordination among local law enforcement, prosecutors, and affected retailers across county and municipal jurisdictions. The bill shall create enhanced penalties for persons convicted of organized retail theft involving coordinated activity by two or more persons, aggregated theft offenses committed across multiple incidents or jurisdictions, and repeat property offenses following prior qualifying convictions, while preserving judicial discretion and requiring annual reporting to the General Assembly on task force activity, case outcomes, and resource needs.
