Missouri Organized Retail Theft and Repeat Burglary Enforcement Act

This bill establishes the offense of organized retail theft for coordinated theft schemes involving multiple participants or repeated thefts for resale, increases penalties for repeat burglary offenses, and directs the Department of Public Safety to administer competitive grants for state-local task force coordination, shared case support, and data-driven investigations targeting retail theft rings and habitual property offenders. Grant funds may be used for interagency coordination, prosecutors assigned to complex property crime cases, and evidence-sharing systems, with annual reporting to the legislature on arrests, prosecutions, recovery of stolen goods, and program effectiveness.
