Section 1. Purpose
The purpose of this Act is to strengthen Michigan’s workforce by connecting residents with skilled, high-demand careers and ensuring workforce investments produce measurable employment outcomes.
Section 2. Employer-Driven Workforce Partnerships
Michigan shall encourage partnerships among employers, community colleges, skilled-trades programs, apprenticeship organizations, and workforce agencies to identify regional workforce shortages and align training with demonstrated hiring needs.
Section 3. Priority Career Pathways
Workforce initiatives should prioritize occupations experiencing demonstrated demand, including skilled trades, advanced manufacturing, technology, cybersecurity, infrastructure, healthcare, and other high-demand industries.
Section 4. Regional Access
Workforce opportunities shall support communities throughout Michigan, including rural and northern communities, and shall prioritize using existing institutions and workforce programs rather than creating unnecessary administrative structures.
Section 5. Small Business Participation
State workforce programs shall encourage participation by small and mid-sized Michigan employers and reduce unnecessary administrative barriers preventing those businesses from participating in training and apprenticeship partnerships.
Section 6. Workforce Accountability
Programs receiving funding under this Act shall report measurable outcomes where applicable, including enrollment, completion, credentials earned, apprenticeships, job placement, wages, and employment retention.
Section 7. Performance-Based Investment
Funding decisions should prioritize programs demonstrating successful employment outcomes. Programs consistently failing to produce measurable results shall be reviewed for improvement, restructuring, or reallocation of resources.
Section 8. Existing Resources
Implementation shall prioritize coordination and leveraging of existing state, federal, employer, educational, and workforce-development resources before establishing new spending commitments.
Section 9. Effective Date
This Act shall take effect 90 days after enactment.
