Iowa Rural Small Business Resilience Act

This Act establishes a state-backed revolving loan and technical-assistance program within the appropriate state economic development agency to support eligible small businesses in rural Iowa. The program shall provide low-interest financing and practical assistance for cost-management, equipment upgrades, energy efficiency, digital tools, and other modernization needs that preserve or create local jobs. Priority may be given to businesses demonstrating community impact, private matching funds, and operations in areas with limited access to commercial credit, subject to annual appropriations and transparent reporting requirements.
