Iowa Energy Reliability and Affordability Act

This bill establishes a statewide program, administered through the Iowa Economic Development Authority in coordination with the Iowa Utilities Board, to strengthen electric-grid reliability and reduce household energy costs. The program shall support cost-effective transmission and distribution upgrades, grants for home weatherization and energy-efficiency improvements for low- and moderate-income households, and reliability investments serving rural communities, while requiring participating utilities to maintain dependable power and provide transparent plans for controlling rate impacts.
