Illinois Transit-Adjacent Housing and Infill Development Act

This Act requires municipalities to provide expedited, consolidated approval for qualifying infill and mixed-income residential developments located within one-half mile of a rail station or high-frequency transit stop, provided the projects meet applicable health, safety, and environmental standards. The Act establishes uniform standards for approval timelines, limits unnecessary parking mandates near transit, and authorizes targeted State housing tax credits and permitting grants for developments that reserve a defined share of newly created units for income-qualified households for at least 30 years. Municipalities retain authority over reasonable design, infrastructure, and building-code requirements, but may not impose zoning conditions that effectively prevent compliance with this Act.
