The State of Idaho shall strengthen penalties for organized retail theft rings, trafficking in fentanyl and fentanyl-laced substances, and repeat violent felony offenses by creating enhanced sentencing factors for coordinated criminal activity and prior qualifying convictions, while appropriating state funds to the Office of the Attorney General for a Retail Theft and Narcotics Prosecution Support Program that improves intelligence-sharing, case referrals, joint investigations, and prosecution coordination among county prosecutors, local law enforcement, and state agencies; provided that annual reporting to the Legislature shall summarize use of funds, case outcomes, and recommendations for improving enforcement efficiency and public safety.
