The State of Hawaii shall establish a streamlined permitting process for workforce and affordable housing projects located near major job centers, transit corridors, and existing infrastructure, including firm agency review timelines and coordinated state approvals, for developments that reserve a substantial share of units for low- and moderate-income residents. The bill shall provide targeted tax credits, infrastructure assistance, and low-interest financing preference for projects led by Hawaii-based developers, nonprofit housing organizations, and partnerships that use local labor and local suppliers where practicable, while requiring reasonable design, environmental, and community compatibility standards to ensure faster construction of attainable housing for island families.
