The State of Hawaii shall establish an expedited review process for workforce housing developments located within designated job centers or along existing public transit corridors, provided such projects reserve a substantial share of units for modest-income households and comply with state and county building, environmental, and infrastructure standards. The Act shall authorize targeted state tax incentives and infrastructure support for eligible developments, prioritize adaptive reuse and mixed-use projects where feasible, and direct relevant agencies to coordinate with counties to reduce unnecessary permitting delays, with the goal of increasing attainable housing supply and easing cost-of-living pressures for working residents.
