Hawaii Workforce and Mixed-Income Housing Permitting Act

This Act establishes an expedited, consolidated permitting process for qualifying workforce and mixed-income housing projects that meet state affordability, infrastructure, and design standards. County agencies shall coordinate reviews and issue decisions within defined timeframes, while preserving public notice, opportunities for community input, historic preservation requirements, water and infrastructure assessments, and all applicable environmental protections. The Act authorizes technical assistance and standardized guidance for counties and applicants, with no project exempt from state or federal environmental law.
