Hawaii Workforce and Mixed-Income Housing Acceleration Act

This bill establishes a state workforce and mixed-income housing development program to increase the supply of homes for working families by expediting permitting and environmental review for qualifying projects located near major job centers and public transit, provided such projects meet state standards for infrastructure, resilience, and community compatibility. The bill authorizes targeted state tax credits and gap-financing support for developments that reserve a meaningful share of units for low- and moderate-income households, prioritizes adaptive reuse and infill development, and directs relevant state agencies to coordinate review timelines and issue annual reports on housing production, affordability, and geographic distribution.
