This Act establishes a state housing program to support the development of workforce and affordable housing near major employment centers and reliable public transportation. It provides competitive grants and infrastructure assistance to counties and qualified developers that reserve units for households meeting state affordability standards, while requiring expedited, objective local review for eligible projects consistent with adopted community plans. The Act preserves local zoning authority, requires relocation assistance and right-to-return opportunities for residents displaced by publicly supported developments, and directs the state to monitor affordability, neighborhood impacts, and project outcomes.
