The State of Colorado shall establish a fast-track local permitting framework for qualifying housing projects in high-cost metropolitan areas that add starter homes, townhomes, accessory dwelling units, or multifamily units within one-half mile of fixed-route transit or major employment centers, provided such projects meet state energy-efficiency standards and applicable health and safety codes; the act shall authorize performance-based state infrastructure and planning grants to municipalities that adopt compliant permit timelines, allow modest density near transit, and reduce unnecessary parking minimums for qualifying developments, while directing relevant state agencies to publish model standards and annual reports on housing production, permit times, and energy savings.
