Civilian Use-of-Force Review and Accountability Act

This Act establishes statewide standards requiring law-enforcement agencies to ensure that investigations of serious police use-of-force incidents are conducted or overseen by independent civilian review bodies, with protections for due process and ongoing criminal inquiries. Agencies shall publish timely, anonymized reports on use-of-force incidents, findings, and corrective actions, subject to privacy and public-safety safeguards. The state public-safety agency shall administer competitive grants for departments that implement independent oversight, improve reporting and training, and provide officer wellness, retention, and professional-support programs.
